What is the Unified Carrier Registration (UCR) Program?

Unified Carrier Registration (UCR) is a federally mandated system for registering operators of commercial vehicles who are involved in interstate and international travel. Fees supplement funding for state highway motor carrier registration and safety programs. 

Do I need to register?

Any motor carrier with commercial vehicles hauling cargo across state or international borders must register. Additionally, companies or freight forwarders that arrange for goods to be shipped must also register. If you deliver cargo by a train or other transportation method leaving the state, your activity may still be considered interstate hauling.  

What if I don't register?

Compliance with UCR is crucial for your transportation business. Failure to register may result in suspension or detainment of your trucks in addition to significant fines and penalties. Penalties vary among states and may be upwards of $200-$5,000. 

Which states participate in the UCR Agreement?

Participants in the UCR Agreement are Alabama, Alaska, Arkansas, California, Colorado, Connecticut, Delaware, Georgia, Idaho, Illinois, Indiana, Iowa, Kansas, Kentucky, Louisiana, Maine, Massachusetts, Michigan, Minnesota, Mississippi, Missouri, Montana, Nebraska, New Hampshire, New Mexico, New York, North Carolina, North Dakota, Ohio, Oklahoma, Pennsylvania, Rhode Island, South Carolina, South Dakota, Tennessee, Texas, Utah, Virginia, Washington, West Virginia, and Wisconsin. 

Will I need to have proof of UCR registration in my truck?

No, you are not required to carry proof of compliance in the vehicle. You can carry your receipt for the UCR registration fees if you choose. 

If the size of my fleet increases, will I need to complete a new or supplemental UCR registration?

No. Registration fees are assessed according to the number of commercial motor vehicles operated by a motor carrier, or motor private carrier of property, during the preceding year.
